Grace reigns in man’s salvation (Rom 5:21) & the God of all grace Who sits upon the throne is sovereign. God told Moses: “I will make all My goodness pass before thee, and I will proclaim the name of the LORD before thee; & will be gracious to whom I will be gracious & will show mercy on whom I will show mercy” (Ex 33:19). The God of all grace dispenses grace according to His goodwill & sovereign pleasure. It isn't dispensed to all without exception, but to all God has appointed to obtain salvation by Jesus Christ. This is all to the glory of God’s grace (Eph 1:4-11).
